THE BLACKWATER PROJECT: (classified data - eyes only)

An ultra-selective, secret group formed under the Janus Society by Marshall King. This small group consists of special young men and women who are specifically selected from among participants in the Janus Society's prisoner rehabilitation & readjustment programs. Potential candidates are screened by offers of jobs in either a military or civil police capacity, which require rigorous training and testing for qualification. Most candidates are selected based on their offenses on record, which normally include standout cases of assault, manslaughter, or small scale cyber-terrorism, among other offenses. In addition, candidates generally have no known family or associates. This program is highly selective and as a result very few are welcomed into it, but are instead transferred to jobs involving security detail at various establishments.

The purpose of the group is to wipe clean the messes that civil police agencies are either incapable of handling, or wish not to get involved in. This includes many unscrupulous activities including assassinations, high-priority burglaries, blackmail, cyber-terrorism, arson, stealth surveillance, and frame jobs. As a result the group does not exist on paper, and there is no known record of its existence. However, the group and its leader are very tightly connected with various figureheads at the city and state levels and as such have been able to operate in complete secrecy without legal inquisition or consequences for nearly 4 years.

Members of Blackwater are duty-bound, and sworn to complete silence. They must carry out their duties without hesitation or questions, only using the knowledge of the assignment and their respective talents to handle their tasks. In return for their services these elite young men and women are completely provided for, with financial compensation well beyond the normal earning power of people of their age. They also have access to premium weapons and technology, including BioGenic MEIs.
